The Masters and Mistresses of Shangrila, or Dominators and Dominatrix,
are at the very top of the food chain when it comes to the government and the
way things are run. They are the ones who are most capable of taking care of
more than one slave, having the expertise to do so, unlike a Denizen or
Citizen. Although they may be at the top, they have no more right to order
around a Denizen than that Denizen would ordering around a fellow Citizen. The
only exception to that rule is if the Master held a titled position and even
then, there must be good reason. Flagrant abuse of power within Shangrila has
always been frowned upon and dealt with harshly by the Prince and High Priestess
of the city. Yet on the flip side, those titled positions are ones of respect
and should treated accordingly by population.
