The only distinction between the two groups is that one is native and the other not, they are both equal to one another in every respect. The main difference between a Denizen/Citizen and a Master or Mistress is that they dwell within the city as free people without having to worry about the responsibilities of running it themselves. They reap the benefits of the hard work of the Masters and Mistresses who make Shangrila what it is today. Since they do not have the same expertise in slavery, a Citizen is allowed only one Pet, which is a type of slave that has acquired the nickname 'pet' over the years simply because they are owned by a Citizen.
